Notes on Inequality | Partial Inclusion (Gulf countries).
Shared – but not equally.
In many Gulf countries, resource wealth – mainly oil – is shared selectively. Citizens receive generous benefits like free healthcare, education, subsidies, and government jobs.
However, a large expatriate workforce, which drives the economy , is excluded from these benefits.
This creates a dual structure – high welfare for nationals, limited support for others.
While it ensures prosperity for citizens, it raises questions about inclusivity and long-term sustainability in increasingly globalized economies.
