Citizen Participation Layer for India’s Digital Public Infrastructure.

India has built one of the world’s most robust digital public infrastructures. The digital stack already includes several foundational layers:

1. Identity Layer – Aadhaar-based digital identity enabling reliable authentication.

2. Payments Layer – Real-time payment systems such as UPI and AePS built by the National Payments Corporation of India(NPCI).

3. Government Benefits Layer – Direct Benefit Transfer (DBT) mechanisms enabling efficient delivery of welfare schemes.

Proposal

A possible next step could be the creation of a fourth layer – a Citizen Participation Layer.

This layer could enable citizens to voluntarily provide small, transparent financial support to verified low-income households, using trusted digital infrastructure and verified beneficiary databases.

Such a framework could combine government-verified beneficiary data, fintech technology, and citizen participation to enable micro-support at scale.

Perhaps a small pilot in a limited geographic area will help test the idea.

In essence, this would enable a trusted citizen-to-citizen micro-support mechanism, built on top of India’s digital public infrastruture.
